Legal Notice - Advertisement for Bids 


The Mokena Community Park District will receive sealed bids (from prequalified General Contractors) for the 2020 Maintenance Facility Addition at Main Park at 10925 W. LaPorte Rd, Mokena, IL 60448. The Work includes but is not limited to: new 7,020 SF pre-engineered building addition with storage mezzanine and minor renovations to the existing maintenance building. The existing building is a 1-story masonry bearing wood truss building. The new addition will house one office, break room, toilet rooms, wash bay, sprinkler room and autoshop area. Perimeter site work, asphalt parking, trash enclosure, new utility lines are also included in the project.

There will be a mandatory pre-bid meeting for General Contractors held on Friday, December 27, 2019 at 10:00 AM at the existing Maintenance Building (10925 W. LaPorte Rd, Mokena, IL 60448). Use access drive east of ballfields. Failure to sign in at the pre-bid meeting may nullify a submitted sealed bid. Sealed bids are due by Wednesday, January 22, 2020 at 1:00 PM, also delivered at 10925 W. LaPorte Rd, Mokena, IL 60448. Sealed bids will be opened and read aloud immediately.

Complete set of Bid Documents including Plans and Specifications, may be obtained at Alpha Graphics at 19135 S. Blackhawk Pkwy, #12, Mokena, Illinois 60448 (708) 429-3636. Documents will be available after December 19 between the hours of 9:00 AM – 4:00 PM, Monday through Friday. Prequalified General Contractors will be responsible for the non-refundable remittance. Pdf’s of drawings and specifications are also available free of charge via the Architect’s office. A Certified Check, Cashier’s Check or Bank Draft payable to Mokena Community Park District in the amount of ten percent (10%) of the quoted amount will be required for each bid submitted.

The successful bidder will be required to furnish a Performance Bond and Labor and Material Payment Bond satisfactory to Mokena Community Park District in the amount of one hundred percent (100%) of the bid amount.

No Bids may be modified, withdrawn, or cancelled by the bidder for a period of sixty (60) days following bid submission. Prior to the date designated for the receipt of bids, bids submitted early may be modified or withdrawn only by the notice of the Architect and must be done at the place designated for the receipt of bids, and must be completed by the time designated for the receipt of bids, and bid security shall be in an amount to reflect the amount of the modified bid. Only bids in compliance with the provisions of the Bid Documents will be considered. Bids will be considered firm for a period of sixty (60) days from submission. Mokena Community Park District reserves the right to reject any or all bids and to waive any technicalities in the bidding if it should be deemed in the public’s best interest.

The successful bidder will be required to comply with all applicable laws, including those pertaining to equal employment opportunity, unlawful discrimination, and the payment of prevailing wages.

All contracts for the work of this Project are subject to the Illinois Prevailing Wage Act (820 ILCS 130/112), providing for the payment of the prevailing rate of wages to all laborers, workmen and mechanics engaged in the Work. Final contract with owner shall be an AIA A101-2017 as modified by owner.

 

 

LEGAL NOTICE:  ADVERTISEMENT TO BID

Notice is given that the Mokena Community Park District will accept Sealed Bids for MOKENA COMMUNITY PARK DISTRICT MAIN PARK MAINTENANCE FACILITY ADDITION UTILITY CONSTRUCTION BID as indicated in the plans and specifications until Thursday,  January 30, 2020 at 11:00am at which time the bid proposals will be publicly opened and read aloud at the Mokena Community Park District Administration Center, 10925 W. LaPorte Rd., Mokena, IL 60448. Bids submitted after the closing time will be rejected and returned unopened. The contract will be considered for award at a February meeting of the Park Board of Commissioners. The work consists of water and sanitary sewer construction, fencing and misc. site restoration.        

Bids must be enclosed in a sealed envelope and clearly marked on the outside “BID – MAIN PARK MAINTENANCE FACILITY ADDITION UTILITY CONSTRUCTION BID” and delivered to the Mokena Community Park District, 10925 W. LaPorte Rd., Mokena, IL 60448.  Oral, faxed or emailed bids will not be accepted.

The Park District may make such investigations as it deems necessary to determine the ability of the Bidder to perform the Work, and the Bidder shall furnish to the Park District all information and data for this purpose as the Park District may request. The Park District reserves the right to waive all technicalities, to accept or reject any or all bids, to accept only portions of a proposal and reject the remainder without disclosure for any reason.  Failure to make such a disclosure will not result in accrual of any right, claim or cause of action by any Bidder against the Park District. The Park District will award the Contract to the lowest, most responsible and responsive Bidder, as determined by the Park District.  After bid opening, no bids may be withdrawn and all bids shall remain firm for ninety (90) days.

Bids shall not include federal excise tax or state sales tax for materials and equipment to be incorporated in, or fully consumed in the performance of, the Work.  An Exemption Certificate will be furnished by the Park District on request for use in connection with this Project only.

The Work of this Project is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq.  A prevailing wage determination has been made by the Park District, which is the same as that determined by the Illinois Department of Labor for public works projects in Will County.  The Contract entered into for the Work will be drawn in compliance with said law and proposals should be prepared accordingly and provide for payment of all laborers, workmen, and mechanics needed to perform the Work at no less than the prevailing rate of wages (including the prevailing rate for legal holiday and overtime work in and as applicable) for each craft, type of worker, or mechanic. 

All bid proposals must be accompanied by a bid bond or bank cashier’s check payable to the Mokena Community Park District for ten percent (10%) of the amount of the bid as provided in the Instructions to Bidders.  No proposals or bids will be considered unless accompanied by such bond or check.

The Contractor selected will also be required to comply with all applicable federal, state and local laws, rules, regulations and executive orders including but not limited to those pertaining to equal employment.
